2024年第十一期CCF ODC《开源战略动态月报》共摘选45篇文章，分为8个版块：ODC专栏、开源政策、理论观点、产业动态、技术项目、开源组织与机构、开源报告通讯会议以及RISC-V专栏，阐述了CCF开源发展委员会的近期重要动态、开源政策变化和生态发展、开源专家对于中国开源生态文化理念的深刻见解、国内各地开源行业的主要发展动态及技术项目升级、开源组织及社区发展、开源报告通讯会议动态以及RISC-V领域动态等。

卷首语

“冬月阳斜天蔚蓝，微风拂面不觉寒”。已是隆冬时节，开源界依然热情似火，奔放激扬。

ODC专栏方面 ，CCF开源发展委员会（CCF ODC）“开源高校行”西南大学站成功举办。

开源政策方面 ，四部门发布《中小企业数字化赋能专项行动方案（2025-2027年）》，支持成立人工智能开源社区。深圳发布若干措施助力人工智能先锋城市建设，支持构建全栈开源体系，对开源人工智能软件予以奖励。重庆发布《重庆市支持具身智能机器人产业创新发展若干政策措施》，推进开源生态建设。

理论观点方面 ，中国信通院专家：国内开源项目数量已达3000万个。统信软件刘闻欢：AIOS与开源推动国产操作系统“走出去”。何友院士：人工智能产业需要开源开放的共享体系，更需要高效易用的框架。

产业动态方面 ，我国软件开发者数量突破940万，开源参与者增速全球最快。2024开源开发者（北京）峰会暨开源创新应用论坛举办；2024开放原子开发者大会暨首届开源技术学术大会在武汉成功举办，黄鹤开源社区正式发布，2024年度国内活跃开源项目&开发者同步揭晓；宁波开源火种项目发布暨开源社区建设交流研讨活动圆满结束。开源鸿蒙应用案例重磅发布，微众银行打造活跃国产开源联盟链生态，推动产业创新升级。

技术项目方面 ，腾讯混元大模型全系列开源，文生视频能力正式上线，成为当前参数量最大的视频开源模型。智元机器人开源百万真机数据集AgiBot World。开源操作系统OpenCloudOS装机量超1500万，适配超96000软硬件。国产开源数据库跻身全球三大主流开源路线之首。国产开源模型Deep Seek-V3正式发布，代码能力比肩行业翘楚Claude Sonnet 3.5，开源模型和闭源模型的能力差距进一步缩小。

开源组织与机构方面 ，开放原子正式发布开放硬件许可协议，助力开放硬件生态繁荣发展；开放原子与Eclipse两基金会联合发布EPL-2.0许可协议中译版。智源研究院与腾讯达成战略合作，推动大模型技术前沿探索和应用落地；与安谋科技达成战略合作，共建开源AI“芯”生态。浪潮KaiwuDB开源校园行走进西电，共话数据库人才培养。

开源报告通讯会议方面 ，Apache基金会、Linux基金会、OpenSSF基金会、OSI（开放源码促进会）等纷纷发布年报，回顾2024年以开源加速产业创新方面的工作，OSI还特别回顾了2024年其在全球政策和标准制定中倡导开源原则方面取得的重大成就。2024年度我国开源创新榜单公布，一批开源项目、开源社区、开源应用场景、开源事件入选，旨在以行业榜样的力量，加速我国开源生态的发展壮大，提升我国在开源领域的领导力。

RISC-V专栏方面 ，国内首颗基于RISC-V的消费级存储主控芯片英韧科技YRS820荣获“中国芯”RISC-V赛道优秀技术创新产品奖。首届RISC-V产业发展大会在北京亦庄召开；RISC-V车规芯片闭门研讨会暨南京紫荆半导体签约仪式在南京举行。

为推进我国及全球开源生态构建、探索我国开源生态发展新路径,中国计算机学会(CCF)于 2021 年 12 月正式成立开源发展委员会 (CCF ODC) 。为了及时了解全球开源战略政策动态及开源产业发展趋势，更好地服务开源创新生态和开放科学社区建设，CCF ODC 于2023 年1月成立开源战略工作组。工作组于 2023 年2月开始推出《开源战略动态月报》，旨在为开源同行和研究人士提供交流的平台，推动国内更多人士关注开源创新发展、参与开源生态建设，并为开源战略决策提供有益参考。
